Works Council at ILS
The works council has certain tasks, rights and obligations which are set out in the Works Constitution Act (Betriebsverfassungsgesetz, BetrVG). Its primary objective is to represent the interests of employees to the employer.
The fundamental tasks of the works council are:
- Monitoring tasks: – Ensuring compliance with laws, regulations, collective agreements, workplace agreements, etc.
- Protective tasks: Participation and co-determination in social affairs, work processes and personnel measures.
- Organisational duties: Submitting proposals to improve working conditions (right of initiative).
Rights of the works council:
- Rights to information: The works council must be kept fully informed on matters such as personnel (hiring, reclassification and transfer), and technical and organisational changes.
- Consultation rights: The employer must consult with the works council on matters relating to the organisation or workflow.
- Co-determination rights in social matters, e.g. company regulations, working hours and organisation of mobile work.
- Rights of initiative: The right to propose measures that serve the well-being of employees, e.g. measures relating to equality and integration. These measures can also be enforced against the employer’s will.
Works council meetings take place every four to six weeks. The dates are listed in the institutional calendar. The ILS management and the works council also meet regularly for monthly discussions. Works meetings take place several times a year, usually in conjunction with staff meetings. Various works agreements have been adopted in recent years in cooperation with the ILS management.
The works council is always available to answer questions and address concerns. The content of the discussions will, of course, be treated confidentially.
