The Prima. Klima. Ruhrmetropole project is testing innovative approaches to climate-focused neighborhood development in eight cities across North Rhine-Westphalia. The participating cities are collaborating within a joint program framework and aim to learn from one another.

The ILS provides scientific support for the program. A particular focus is on evaluating intermunicipal cooperation: The study reflects the exchange activities between municipalities, as well as effective formats for cooperation, challenges for interaction and and consequences in municipal cooperation contexts. Both more formalized instruments and informal formats of cooperation are considered. Another component of the scientific support is the analysis of local stakeholder constellations. To this end, the relevant stakeholders in the neighborhoods—from public administration, the business sector, civil society, and intermediary structures—are systematically identified at various points in time. Their role in project implementation will be assased.

The aim of the scientific support is to identify conditions that facilitate or hinder the implementation of climate-related neighborhood projects as well as intermunicipal processes. The results are continuously integrated in the process and support the work of local project participants as well as the project management team at Prima. Klima. Ruhrmetropole.
