The joint activities of local retailers, property owners and other stakeholder groups can make an important contribution to the development of inner cities and other centers. In order to establish a high degree of commitment for such cooperation, the instrument of Real Estate and Location Communities (Immobilien und Standortgemeinschaften, ISGs) exists In North Rhine-Westphalia in order to create a high degree of commitment for such cooperation. The model for this instrument was provided by the widely established Business Improvement Districts (BIDs) in the Anglo-Saxon world.
The Act on Real Estate and Location Communities (ISGG NRW) came into force in 2008. More than 15 years later, a revision of this legal framework is now pending (including an adjustment of the assessment basis for a new levy due to the property tax reform). In preparation for this, the ILS carried out a study comprising the following components:
- an inventory of the distribution, design and current situation of ISGs in North Rhine-Westphalia
- a Synopsis of the structure of legal frameworks and their changes in Germany, and
- a cross-analysis of contributions on the impact of BIDs and ISGs in Germany.
